NAMA Negotiations under the WTO: The real concerns Murali Kallummal
The subtle changes that have been made to the broad contours of negotiations since the NAMA Framework in 2004 have brought about a gradual dilution of “flexibilities” in favor of developed countries. At the same time, there remains another huge imbalance in NAMA negotiations as they do not address Ad Valorem Equivalents and NTMs. It is therefore argued in this paper that if sectoral approaches for “zero to zero” tariff reduction (along the lines of ITA) are adopted without addressing NTM concerns, developing countries would be providing market access without gaining the same.
