The paper begins with some general observations on the process and effects of Doha, including the worsening of imbalances and the negotiating pattern. It then examines the issues covered by the new work programme, including implementation, agriculture, services, TRIPS, environment, the Singapore issues (investment, competition, transparency in government procurement), electronic commerce, trade, debt and finance; and trade and technology transfer. For each topic, the paper decribes the strong points, the weak or adverse points, and then provides suggestions for action.
