within the IMF is necessary and fair.
However, as the paper argues, any "reform"
remains meaningless as long as the IMF
is allowed to continue to breach its own
statutes and to inflict heavy damages
on its Southern members and clients with
impunity, financial and institutional
gain. Thus while a shift of voting in
the IMF is doubtlessly a well justified
demand, making the IMF obey its statutory
obligations to safeguard rights of Southern
Countries is much more important.
